to transmit herewith a Report extracted,
from the leading local newspaper, of the ceremony of laying the First Stone of the new Building, which
I performed on the 26th instant.
2. In consequence of circumstances known to the Colonial Office, this important and necessary work has been long delayed. However,
the project has been pushed
actively
since
my
assumption of
this Government. The ceremony
described in the enclosed report
excited
great interest in this Colony
and (as will be seen) it was
attended
by the Civil, Naval, and
Military Authorities, by the Members of the Colonial Legislature, by the Foreign Consuls, and by a very
large
assembly, including the
leading residents of this community,
of all races and creeds.

respecting
the
new College will be found in the
speech which I delivered
on
the
